To shoot ice, one needs two things

1. ice
2. straw

Take a cube of ice into your mouth, crush it so that it'll fit thru the straw, place straw at lips, maneuver a piece of ice into the straw, aim, blow

It's  like a blow dart... except less dangerous and more disgusting
