Non-the-less is used as a suffix to a context of describing something with some sort of outcome or results. For the use of 'non-the-less' to make sense, there would then follow either an instruction to undertake a course of events or not undertake a course of events.  So whatever you say instead of non-the-less (in the same context) it wouldn't be an opposite.
