That's stupid...
I think the reason the teams agreed is obviously due to money. It is extremely expensive and time-consuming to develope an engine and to test it. Once engine development is removed, the costs of running an F1 team drop dramatically. I'm guessing a large part of the budget goes into the engine, and having that spare money is a large appeal to teams.

Haha, the other day a chap was driving 265km/h in a 100 zone. Got R17000, about US$2500, and 6 month suspended license. It was the fastest speed ever clocked on a traffic ticket. He was driving a Jaguar.
