I'd suggest two reasons:
1) A single button to do both would depend on the current mode in software which won't always be clear. For example, clicking the 1 button would have different results if the other person has already hung up or not. If they hadn't hung up, you would hang up, but if they hadn't hung up you would be initiating a new call to the last number. People want dedicated functionality for confident interaction. It would also cause more problems with multiple functionality such as answering a 2nd incoming call, a single button would make this more complex.
2) That's what people are used to and if you want to change the status quo you had better have a good understanding of your customers and design a better interface to support it. On a side note the iPhone has 'more' buttons but they are modal and have clearer functionality and the ability to change the buttons/labels. However, because there is no tactile feedback to locate the specific button and no feedback on a press, is likely to mean it will seem unusual for customers at first.
