I am a Leader of a multi-level troop - currently made up of Juniors and Brownies with one Daisy and one Cadette.  We started as a Junior troop, but over time other girls of other levels wanted to join and there were no current troops available in our town for them.  I finally decided to take anyone who wants to join and we are a multi-level troop.  I would be interested in hearing how other multi-level troops handle Petal/badge/try-it/IP & Journey activities with various level girls and any other tips that work in your troop.
