Reggy   is a free Mac OS X download.

Regex Buddy   is another that people seem to like. It's  a $40 windows oriented tool.

The IDEs have tools: IntelliJ, SlickEdit...

Any others you like? 

Reggy looks interesting, I normally just fireup vi and check my regex against that.
