InfoQ has video of Scott's web services talk. He gave this one at the Raleigh NFJS event and pumps up REST without criticizing (much) SOAP. I only watched the beginning to confirm that it was the talk I've seen. If you're into GIS, you'll get a double bonus form this session. A lot of his API examples are REST interfaces to mapping services.
He's a really animated speaker and has a very engaging style. This is typical of the better NFJS sessions.
