technically neither but partially both, to be precise, it is sort of a question "What is going to be?" answer is our "THE NUMBER" on clock. This number is also connected with next part of sentence in a different way
By the way I forgot to write earlier that you interpret 11 as 2 sticks close, maybe you missed that sticks are hands of clock, not within number.
Well... the hands are close together once per hour... at approximately 12.00, 1.05, 2.10 etc
Actually, up to 5 minutes past those times, increasing as you go around the clock (since the hour hand moves during the fraction of an hour it takes for the minute hand to catch up with it) For example, by the time the minute hand is pointing straight at 6, the hour hand has had time to get halfway to 7 and such.
So the only time that both "sticks" point directly at any of the numbers, is exactly 12.00

Umm... I don't see how any of those times make extra special sense of the riddle... 2:10 has a 2 followed by a 1 I guess, but most all of them have the first digit of the second time being less than the number of hours passed.

Since this seems to all be about how things look, let's take a look see at those numbers 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12
If the riddle hinges on use of a different font, speak now or forever hold your pieces.
1 through 9... I see no way you could misinterpret, they're only a single digit. 10 could be seen as 1 and 0, with 0 being less than 1, and 12 could be seen as 1 and 2, with 1 being less than 2. But the crossover time near 12 is midnight/noon exactly, which I think we've had ruled out (?) so I'm going after 10
Cross-over time near 10 is 10:54ish ... 10:55 would have 55, 5+5=10
