Will an embed work in a frames site?

I am not a developer, but I am looking for a means to 'embed' a discussion/forum tool in a very large public sector website as a means of establishing diialogue between visitors (ordinary people) and site owners (bureaucrats). dekrazee1 told me that this was something Tangler is working on, referred to as 'Integrated forums'.

What I have in mind is:

1. the 'host' website is the only entry-point to the discussion
2. a simple 'opt-in' is the only requirement to join the discussion

So, the option to 'discuss' would appear in the header of every page of the website.

Any way of finding out more? What's the likely timescale?
