It sucks when the lawyers win over technology.  UK radio stations did a similar thing last year, but you could manually input your UK postal code into the dialog box on most stations and it would be ok.  I think they must have worked out the licencing issues as I can listen to my favourite UK station from both Australia and US without hassles.  Hope Pandora does the same.

And Pandora is working fine for me (UK)

Pandora is the best music discovery tool period. And the US gov is piling unfair fees onto US internet radio statiosn in general, including Pandora. They have a great business model that is trying to flourish and unfortunately our Congress persons are not that savvy about open standards and are instead controlled by old media influences.

 But a proxy should work to get around the problem for all of you in ROW.

You could try a google translate from english to english on pandora. Are all of google's servers located in the states?
