How do I prevent empty rating at the beginning, when my blog is new and no one has visited in the early phrase?  Or is there a way for the rating table to be rated by the editor?

You can ask people to come review things, that's how Award Winning Hosts got started. I asked in discussion forums that people come review their web hosts.

Can you provide more insight into gathering reviews? Obviously when a new site goes up they have to begin collecting reviews, at that point what are the best practices to do that? You mention forums, but where else?

you should include an auto generate ratings feature like some of the other wp review plugins

Fake product reviews are deceptive advertising under FTC guidelines. That feature is essentially a "make me a federal criminal" button. It will never be something I provide, and is not something you should be considering unless you're also considering jail time.
