  Its true...so many merchants are admins...when you are registering to be an marchant, you can see so many things why you want be an merchant...there is also have " want to be an admin"...If you select that may be mig33 team will look that one and if you are good, chances are there...I also dont have much information about that...but may be this is how its happening...
