  I'm surprised no one has mentioned Python.  It's a
  hybrid of interpreted and compiled language and hence has the best of both
  worlds.  The fact that most of YouTube is
  in Python and Google uses it extensively shows that it's scalable for high traffic
  web application.   As for web framework, there are Zope, Django,
  TuboGears and many others.   My favorite though is PyLons.  It's
  lightweight and contains what I need for most projects.

  Tables or Not?

  I agree with duberman, table is better (and sometime required) in some situation.  Using table for page layout is not a good idea because of performance, accessibility, browser compatibility problems.
